Position: VA ITSN Infant and Toddler Mental Health (ITMH) Consultant 

This position is remotely based with travel required throughout the regions, and state of Virginia. 

Purpose: The Infant and Toddler Mental Health Consultant will increase caregivers/teachers/directors and families use of strategies and practices to promote the social emotional development of infants and toddlers thereby reducing challenging behaviors. 

Reports to: Infant and Toddler Mental Health Supervisor 

Education: Bachelor’s degree from an accredited institution in a child-related field or field related to the provision of mental health consultation is required. Prefer Master’s degree. 

Experience: A minimum of three years of direct service which includes at least one year of direct work with infants and toddlers; a minimum of one year of experience working with adults (e.g. training, mentoring, or leading caregivers/teachers); 25-40 hours of previously delivered training experience; and currently endorsed in Virginia in the Infant Mental Health Endorsement at Level II (Infant Family Specialist), Level III (Infant Mental Health Specialist) or Level IV Clinical (Infant Mental Health Mentor) or apply for the Virginia Association for Infant Mental Health Endorsement and follow through on obtainment of the Endorsement and annual renewals, if accepted. 


 Must possess a strong knowledge base in child growth and development, including social emotional development in children birth to three. 

 Must possess excellent planning, organizational, and time management skills, the ability to mentor and coach adult learners, the capacity to build collaborative partnerships with stakeholders and community partners, and provide services that are culturally competent and appropriate to the needs of the target audience. 

 Must possess the capacity to plan and conduct training for adults. 

 Must exercise independent judgment and initiative in working with stakeholders, infant/toddler (IT) caregivers/teachers, directors, families, and staff to carry out regional activities. 

 Must be able to establish and maintain effective working relationships and communicate orally in person, by telephone, and in writing with stakeholders, IT caregivers/teachers, directors, families, and those from diverse populations. 

 Must possess knowledge of mental health prevention and promotion including integration of social emotional development supports in child care settings as well as screening and assessment. 

 Must possess knowledge of best practices to provide a family-centered approach to consultation. 

 Must possess the skills and ability to use equipment necessary to carry out job responsibilities (e.g. computer and training software, cell/telephone, facsimile machine, projectors, digital cameras and video recorders). 

 Must be able to travel throughout the region, including overnight travel as needed. 

Additional Requirements: 

Must be able to successfully complete child protective services and criminal background check. Successful completion of a TB Risk Assessment is required. Must possess a valid driver’s license without restrictions. 

Duties and Responsibilities: 

1. Administrative: 

a. Works with infant and toddler mental health supervisor to plan work scope and monitor time lines. 

b. Maintains accurate records by inputting required information into database following program activities and assists in preparing monthly outcome reports. 

c. Participates in staff meetings, including ITMH orientation, and all other trainings as required by position. 

d. Consults with infant and toddler mental health supervisor on a regular basis, at a minimum, to discuss caseload progress and program issues. 

e. Completes training and requirements to obtain Infant Mental Health Endorsement within first year of employment. 

f. Will complete annual professional development plan and works with infant and toddler mental health supervisor to discuss ongoing individual TA needs. 

2. Work with stakeholders, IT caregivers/teachers, directors, and families to provide three levels of services: 

a. Promotion – provide training and coaching on the social emotional development and screening of infants and toddlers 

 Provide training sessions on social emotional topics, ASQ:SE-2, Parents Interacting with Infants, and other approved training topics to child care providers and families of infants and toddlers in care. 

 Provide coaching on identifying, managing, and screening social emotional problems. 

b. Prevention – provide in-classroom assessments and consultations on implementing strategies for promoting the social emotional development of infants and toddlers 

 Assess quality of social emotional environment and identify strengths and areas for improvement. 

 Work collaboratively with the program director, caregivers, and families to develop a written plan. 

 Provide on-site coaching; training; mentoring; modeling; problem-solving; and materials and resources to reach goals and outcomes specified in written plan. 

c. Intervention –provide on-site consultation to address specific issues related to individual children who are experiencing challenging behaviors 

 Assess social emotional behavior of individual infants and toddlers. 

 With family participation, facilitate the development, implementation, and monitoring of an individual plan. 

 Provide on-site, ongoing consultation to assist child care providers and families to address behavioral difficulties. 

 Collaborate with community partners to connect families with mental health supports, if needed. 

3. Other: 

a. Perform other job-related duties as needed. 

b. Attend or conduct training in the evening or during weekends, as needed. 

c. Return all materials and equipment acquired with grant funds to Child Development Resources upon termination of employment.
